Below are copies of the CPS bill (most recent first) for this home.  Upon review you’ll see that, other than the fee CPS charges to have CPS’s serviced ($1.90-8.75) there’s been no charge for the electricity used.  You’ll also notice that there’s a credit for the amount of electricity generated by the solar panels not used that go towards the next month’s bill.

Sure, you’ll still pay for trash pickup but imagine the annual savings if you never had to pay for electricity.
